what exactly the bldc driver does ???
and can you give me an IC name for this job ???

There is no universal solution to BLDC.
However based upon what you have already said, look at a chip like the X8M06-C

This is a 'semi universal' solution for drives up to about 48v maximum. It's what's used in a lot of the bike BLDC drives. Can be used sensored or sensorless (but as already stated it is unlikely that your motor will start reliably with sensorless drive). Neat thing is though that you could buy one of the bike controllers, and connect this up to your motor, and these are cheap. Can be controlled by a simple DC voltage to set the speed required (they normally take a voltage from a magnetic sensor going from 0 to 5v).
