Debug enable error CCS Compiler 5.073 with MPLAB X IDE v3.55

Hi,
I have been using CCS Compiler with MPLAB IDE v8.92 and ICD3 to debug PIC code for years. Recently, I moved to PIC18F47K40 to get more code memory. Unfortunately, IDE v8.92 does not support 18F47K40. So I have to install MPLAB X IDE v3.55 in a Win7 32bit system. CCS Compiler v5.073 was also reinstalled with MPLAB IDE X Plug-in.

MPLAB X IPE was automatically installed with MPLAB X IDE. It works fine with my target board to program and erase the code in 18F47K40, which means the hardware setup with ICD3 is working properly.

But I couldn't get the debug mode working in CCS Compiler environment. When enabling the debug mode, I got a error message "Unable to open device: File access denied". Then, CCS will hang there forever unless forcing to end the task in Win7.

Any idea about this error message ? Something is missing for MPLAB X IDE to work in CCS environment for debug mode.

According to this thread, he says that he fixed it by making
sure his shortcuts are set to "Run as Admin":

Yes, fixed.
Need to run CCS as administrator from shortcut.
