USB Connection problem

Hi to all.
I have a problem getting my board to connect to the pc via usb.
I'm using the CCS cdc driver.
If I plug the board into the pc (getting the boards power from the usb port)
the pc does not recognize the usb device. If I then reset the processor,
without disconnecting the board, the pc sees the usb device fine.
What could be causing this problem. I've tried putting a 3second delay as
the first thing in my code , before and usb code runs, with no difference.
Any ideas?
