Pic Selection for Frequency measurements

Hy group,

i have a simple question,

i need a PIC for creating a locked frequency oscilator

my idea....input from de oscilator direct on the input of a counter (13.000Mhz Maximum)
The input of a GPS 1 hz output on a interrupt input (B0?)

i need to calculate the last 200Khz from this oscilator,
and i have a output (i2c) to set a DAC8574 16bit D/A Converter

the output of this converter regulate the frequency of the oscilator

the oscilator runs on 12.8 Mhz (+-200 Khz)

With PIC do i select for this topic and any ideas hou to do this in C ?

Need a little clarification...

You need an oscillator that ranges from 12.6MHZ to 13MHz, What kind of output? Sine, or programmable ( ie, the DAC? ), What frequency are the steps required to be? 10Khz or so? And how precise does it need to be?

No,
The oscilator is a Voltage Regulated oscilator
output square

i need to count it in full 32 bit

with the 1 hz comming from the GPS receiver, i can regulate the 12.8 Mhz
