Yes.

You would use the PICkit3 inside MPLAB.

I operate on all Microchip programming tools and have a PICkit2 (icd2, icd3, picstartplus) and they all work under mplab.

From there, the CCS Compiler is just an MPLAB "add on".

Yes, but there I have a problem! The MPlab says "The PICkit 3 is missing its Device Database. Please reconnect to the PC and try again."
Do you know how to deal with this problem?
Thanks!

That's a known bug with the Pickit3, and MPLAB. Do a manual upgrade of the Firmware. Programmer settings, firmware. Update to at least PK3FW_012514.jam. Use MPLAB 8, rather than MPLAB X (if you look on the Microchip forums, about problems with the Pickit 3, you will see why I say this....), and it should find it.
Realistically this is an MPLAB problem, not CCS, so if you have any further problems, ask on the Microchip forums.

Best Wishes
